Patrol

Andrew Reinhardt

Andrew Reinhardt was hired as Patrol Lieutenant for the Prescott Police Department on July 16, 2006. His areas of responsibility include:

  • Five Patrol Bureau Squads
  • Station Call Taker
  • Citizens on Patrol

His qualifications include:

  • Background information includes 22 years of progressive law enforcement experience.
  • Bachelor of Science Degree in Business Management.
  • Associate of Applied Science Degree – Administration of Justice.
  • He is a trained and experienced law enforcement investigator, administrator and leader.
  • He is an Arizona Post Instructor with over 3,000 hours of police and leadership training.
  • He is a member of the International Association of Chiefs of Police, the 100 Club and served as a board member of the Arizona Traffic Investigators Association. He currently serves on the Community Board of Big Brothers Big Sisters.

Special Operations

Ken Morely

Lt. Ken Morley was promoted to rank of lieutenant March 2007, to serve over the Special Operations Bureau. His areas of responsibility includes:

  • 21 years of progressive law enforcement experience in the Patrol, Motors and Investigations areas within the Prescott Police Department.
  • He is a trained and experienced law enforcement investigator, administrator and leader.
  • He attended Yavapai and Pima College and stays current in management and leadership training.

Investigations

The Prescott Police Department’s Investigation Section is comprised of six Detectives and one Sergeant. Their primary function is to follow-up on felony and misdemeanor crimes reported and to bring these crimes to a successful conclusion by thorough and diligent investigatory methods. Detectives work in conjunction with the Patrol Division and other law enforcement agencies in order to ensure that each case is prosecuted to the fullest extent of the law.

Traffic Safety Section

The primary duty of the Prescott Police Department Traffic Safety Section, as the name implies, is to promote traffic safety in the City of Prescott. This is accomplished through aggressive enforcement of the traffic laws, enforcement of commercial vehicle laws and regulations, education to the public, and through specialized programs such as child safety seat installations and inspections, DUI Taskforce Activities, and input on the City’s Transportation Coordination Committee.

Personnel

The traffic safety section is comprised of 6 full time motor officers and one rotating traffic officer. These officers conduct traffic patrol and enforcement, investigate vehicle crashes including all serious and fatal crashes, and detect and arrest impaired drivers. There are also four trained phlebotomists, three drug recognition experts, and two certified child safety seat technicians. One officer is currently trained and certified as a commercial vehicle enforcement officer.

A parking control officer is also assigned to the section to promote parking turnover in the downtown business district by enforcing parking regulations including the timed parking limitations.

The section is supervised by a sergeant who is also the coordinator for the Tri-City DUI Taskforce, is trained in accident reconstruction, and is a Drug Recognition Expert Instructor and the department’s DRE coordinator.

Traffic Complaints

The Police Department regularly receives complaints on various traffic related matters throughout the city. The majority have to do with speeds in neighborhoods. Due to limited resources and the inability to be everywhere at once, the Traffic Safety Section has a volunteer that will deploy a mobile speed display trailer on a weekly basis. This trailer identifies the speeds of passing vehicles. It works as a deterrent and as an educational tool. Special Enforcement

The Special Enforcement Section was created in January 2008. This section is comprised of highly motivated experienced officers supervised by a Sergeant.

This proactive section includes the Prescott Police Department’s Canine Unit. The Canines are trained to be used in Patrol and illegal drug detection.

The mission of the Special Enforcement Section is to seek out and investigate high crime areas within the City of Prescott, to reduce crime within the City of Prescott by focusing on reoccurring crimes and criminal activity. This is accomplished by assisting Divisions, Sections and Bureaus within the Department as well as other law enforcement agencies. This mission is met by using a versatile team of officers designed to fit specific police needs that can address crimes in progress, actively survey and work crime trends, while serving the community.

Canine Unit

The Prescott Police Department created two K-9 teams to assist police personnel with searching for fleeing suspects, detecting the presence of narcotics, protecting officers and the public from serious injury or death and to assist with the apprehension of felons.

The training for a police K-9 is initially ten weeks long followed by continual training of at least eight hours per week.

Deuce is a 23-month old Malinois Sheppard mix. He is a duel purpose dog that is trained for patrol work and narcotics. Deuce’s handler is Officer Tyler Ellsworth, a six year veteran of the Prescott Police Department. Officer Ellsworth is a member of the SWAT team and has been partnered with Deuce since March 2007 .

Basso is a 4-year old German Sheppard and has been patrolling the streets of Prescott since March 2005. Officer Sudol recently completed K-9 certification and is also a member of the SWAT team and currently partnered with Basso.

Interesting facts:

  • A Police Dog can run up to 35mph! Bad guys can’t!!
  • A Police Dog has a strong sense of smell, up to 1 million times stronger than ours.

S.W.A.T.

Special Weapons and Tactics Team

The Special Weapons and Tactics Team is comprised of officers and Sergeants from all bureaus within the Department. Team members receive additional training in weapons and tactics used in high risk situations. The team operates on a part time basis and is available for calls at any time.

The SWAT team is comprised of an entry team, sniper unit, negotiations unit and also has a fully certified paramedic assigned to the team from the Prescott Fire Department.

SWAT responds to high risk incidences such as:

  • Barricaded suspects
  • Hostage situations
  • High risk search warrants
  • Executive protection details
  • Requests from other agencies
  • Other duties as directed by the Chief of Police

Administrative Services

Rich Gill

Lieutenant Rich Gill was promoted to the rank of lieutenant in March 2008 to serve over the Administrative Services Bureau. His area of responsibility include:

Lt. Gill has 23 years of progressive law enforcement experience with the Prescott Police Department. He served 16 years at the rank of Sergeant with the last 11 years spent supervising the Traffic Safety Section. Lt. Gill has attended Glendale Community College and stays current in management and leadership training.
